Need WordPress Blog With High Adsense Ctr Positioning

I need a wordpress blog designed with one thing in mind, Making Money! The blog should have extremely high CTR ad positioning. I currently have a solostream wp blog (http://www.solostream.com/demo/wp-clear.html) and believe the theme was designed more for blogging than making money. I am looking for High Quality Backlinks for health releted site. The links need to be valid for at least 12 months period and all the links should come from PR1, PR2, PR3 sites.
I am also open for suggessions, I want the links as soon as possible, let me remind you here I am not looking for google ranking I just need the exact visitor to visit my site, thats all.

I need a admin panel to remove users and make people vip just by typing in a name and hitting add and I can pick how many days they can be vip. Also I need a search so i can find the user faster. The admin panel must be a way so i can change the price too.

One more thing I will need is a banner for the top and bottom So i can put my google adsense code in .

I am going to pay atleast 180-300 . I think this is a simple script to make.
