Recruiters must have excellent English writing and speaking skills. Recruiters should have a good understanding of technology terms and techniques.

I do SEO – I have several clients on Joomla (Apache & Windows server), and I need someone who is a Joomla “expert” to do small projects (and later, if very good, big projects) for me. Right now, I need to have someone guide me —> on Skype <— step-by-step, to properly configure the different parts of SH404SEF (Joomla hosted on a Windows server).

You absolutely MUST know Joomla inside and out, as well as SH404SEF. If you are not an EXPERT with Joomla, please do not bid on this.
