Microsoft Office Excel 2007 Add-In tool

I need a Addin tool for Excel 2007 data entry.
Please look at the snapshots.
The tool when enabled will download and show the image of the home on which row of excel is selected. and show a bunch of options as shown in snapshots. user will the click on different buttons and data will be entered into excel sheet automatically.
There is standard format of excel sheet which is also attached.
The purpose is to quick data entry by looking at the image.
Currently this software is licensed per machine and have so many bugs which is killing me.

I need this tool with 3-4 days for less than $100. So please be quick and let me know if you can do it.
