Open a .dbb file

I need a *.dbb file opened so that I can input it into a mysql database. This file contains structured data, but I can’t seem to figure out how to open up the file or read the contents. When I try to open the file in a text editor, there are nonsense characters. This dbb file is a compact database file designed to be uploaded into a Windows pocket PC, but this is of no use to me since I want the data available to read within a mysql database. Since I get these files on a weekly basis, the successful vendor should provide me clear instructions on how to open up these files in the future so that I can easily input the data into mysql.
