windows based record management program

I am looking to develope a window based program that will maintain a record set (database) of about 10 related tables. The system will also be required to communicate with external data sources ( probably xml )for form filling. It also needs to be able to output user defined data sets to user defined locations (FTP, print, other databases). It will be able to include images with automatic resizing, and 1 of the tables will be dedicated to accounting.

I am open to sugestions as to best language etc. and will provide more information on request.

As well as the design of the program, I would like to maintain a relationship with the designer for updates and any required support, most likely for a fixed fee ( prepared to pay origonal price annually, or else a pre-agreed fee for set work types ).
